Story about drivers with more than 12 points keeping their licence (9,000
in England) because of a sob story about hardship.

All judicial punishments will affect innocent people - the family of the
offender. It's supposed to be one of the deterrents.

"A man still holds a valid driving licence despite having 229 penalty
points, figures show."

That sounds pretty awful, on the face of it. Oh, wait...

"The 26-year-old from Flintshire in north Wales"

He probably picked them all up in the course of one trip to Cardiff and
back, the day after 20mph became the default speed limit and he'd simply
forgotten about it. Which is a point made further down by a lawyer quoted in
the article.

Except that for months after the new limit was imposed it was not enforced.


I expect the people exempted because of "exceptional hardship" largely belong
to the same lodge as the magistrate.
